The number of stray cats brought to a shelter who have trackable ID is less than 15%! If these cats who already have loving homes could be reunited with their families, shelters would have more resources to devote truly homeless cats who have no families or are surrendered in shelters.

Even a cat who has a microchip or tattoo benefits from wearing a collar and pet tag. Lost cats who have a collar are easily recognized as having a home, so anyone who finds them can contact you to arrange a pick up. Tattoos can fade, and only a vet clinic or animal services can track the unique identifying numbers. A microchip can't be lost and never fades, however a special handheld device is needed to scan the chip and trace the number and sometimes updating your contact information can be difficult. An excellent combination of pet ID is a microchip (which is permanent) and a collar with a pet tag (which is easily updated and visible). That way both your neighbours and City animal services can contact you to reunite your kitty!
